Better governance of Basic Data leads to positive evaluation

The Basic Data Programme has recently received a positive programme assessment from The Danish IT Project Council. Strengthened governance is the main reason behind the positive assessment.

Cooperation across central government authorities, regional government authorities, and local government authorities (municipalities) contains numerous obstacles. This is also the case in the Basic Data Programme, which is further complicated by complex and interdependent domains.

The Basic Data Programme has recently received a positive programme assessment from The Danish IT Project Council. Strengthened governance is the main reason behind the positive assessment.

The Basic Data Programme involves a variety of public registers, which are owned by various authorities. The responsibility is thus shared in the programme, but maintained separately regarding the registers owned by different authorities in the programme. However, the actors in the program share the responsibility to ensure success of the programme and everyone therefore has to cooperate appropriately to meet the common goals.

Due to delays in the early days of the programme, the Programme Committee decided to evaluate the governance of the programme through external reviews and risk assessment by the Danish IT Project Council.

Stronger governance

A variety of measures have been taken by the Basic Data Programme in order to ensure a high level of governance.

Transparent responsibility
The division of responsibility and roles are key elements in every public programme and throughout 2015 the Basic Data Programme has paid special attention to making the division of responsibility transparent and clear. This has secured clear mandates and strengthened cooperation between the partners. In addition to that, a close and daily cooperation between the programme and the IT provider is an important step to avoid misunderstanding and keep deadlines.

Coordination within management

The coordination between management groups of the Basic Data Programme’s subprograms has been a key point of interest and has led to a better understanding of needs and possibilities across the program. Furthermore, risk management has also been strengthened.

Business case

The programme business case is an important tool to highlight gains and the programme’s value. The business case is a dynamic document, which is continuously updated.

Inclusion of the users

The users of basic data are included on all levels of the programme. Major public stakeholders are permanent members of the Programme Committee. As the programme materialises, both public and private stakeholders are increasingly included through committees, conferences, and communication campaigns.
