The work to create a more user-friendly, efficient and cohesive digital public service is unfolding. For example, the Agency for Digitisation and the Danish Business Authority are currently preparing an analysis of how citizens and businesses today and in the future may benefit from further insight into the handling of their applications to the public sector and their benefits and payments. The objective is to personalise public digital services so that they match the specific situation and needs of individuals and enterprises, thereby making it easier and faster to deal with matters relating to the public sector.
Legislation to be integrated with digitisation
To ensure the best possible integration between the digital agenda and the legislative framework, a committee consisting of legal experts from several ministries, Local Government Denmark, Danish Regions and ATP (a government-backed institutional labour market pension provider, investor and administrator) has been established. The committee held its first meeting in August and will present its recommendations regarding solutions for prioritised legal issues on an ongoing basis. Thus, the committee will contribute to ensuring that legislation and regulations are adapted to the needs of the digital age. As its first assignment, the committee will analyse how consultation of parties involved can be conducted in an appropriate manner in digitised areas.
Improved use and sharing of public data
More data sharing in the public sector opens up new possibilities for creating a better service experience, automation, increased control of effects and completely new data-based business opportunities. Therefore, in the coming strategy period, data sharing will be a central part of the Agency for Digitisation’s work. However, increased data sharing requires that a common public sector IT architecture is established so that data that needs to be shared can be read by the individual authorities’ different IT systems.
Therefore the Agency for Digitisation is finalising a white paper on IT architecture that lays down the framework, objectives and principles for developing and maintaining shared IT architecture and standards in compliance with EU frameworks and standards that among other things will provide the basis for developing solutions under the initiatives of the Digital Strategy 2016-2020. Moreover, a common set of regulations for data models to ensure uniformity of the data to be shared with other authorities will be developed. Both the white paper and the model regulations are expected to be sent for public consultation in early 2017. This is to provide citizens, businesses, authorities and organisations with the opportunity to contribute to the process.
Higher ambitions for information security
The strategy’s ambition to increase information security has already led to progress in this area. In November, in collaboration with Danish Bankers' Association, the Agency for Digitisation launched the first of several information campaigns as part of the digital strategy 2016-2020. The campaign focuses on how citizens can protect themselves and their data online. For example, 29% of Danes feel that they do not know enough about how to protect themselves against links and files that are sent to them electronically, and 72% do not make a safety back-up of their smartphones even though these may contain irreplaceable photos, videos and files.

Tender for common public sector IT infrastructure
In the coming years, the Agency for Digitisation will put three large-scale IT solutions up for tender: NemID, Digital Post and NemLog-in. The projects are still in the analysis phase, in which focus is on, among other things, the many inputs from several stakeholders and from the market. In the course of the first quarter 2017, the projects will be risk assessed by the Danish Council for IT Projects. Following this, the Agency for Digitisation will prepare the tender specifications and documents with a view to putting the projects up for tender in the course of 2017.
