NemLog-in sent out to tender

The Agency for Digitisation has just announced the tender of the future's single-sign-on and user right management solution for public digital self-service solutions as well as a new integrated business solution - NemLog-in3.

NemLog-in afford accessibility to public digital self-service. Today, the joint public single sign on and user rights management solution has more than 300 IT systems connected, while 250,000 companies and public authorities have been created as user organizations. The current solution is sent out to tender because the existing contract expires in 2019.

The tender for operation of NemLog-in was sent out in November 2017 and now the turn has come to the part concerning development and administration. By the new tender a supplier is sought to develop, evolve, maintain and administrate NemLog-in3.

Future securement

"With this tender, we have finalized the main framework description surrounding the future digital infrastructure in Denmark. The vision is to create aligned and long-term solutions that allow for a high degree of flexibility and good user experiences. It is important that NemLog-in3, continuously, can be adapted to new business needs and emerging technologies. Presently, we are looking forward to initiate dialogue with interested suppliers and heed to their upcoming ideas and suggestions," says the Director of the Agency for Digitisation, Rikke Hougaard Zeberg.

The development of NemLog-in includes an integrated solution for business identities (eID’s), a digital signature service for citizens and businesses, and a CA module that may issue certificates to citizens and businesses.

Tender procedure

The tender surrounding development and administration of NemLog-in3 is being conducted as a so-called negotiated procedure, which is initiated by the prequalification of up to four potential suppliers. Subsequently, the Agency for Digitisation will partake in dialogue with the prequalified suppliers who will then submit their final offer proposals, after the initial negotiations have been concluded.

The contract will be signed with the supplier who submits the offer containing the best price and quality ratio.

Facts about NemLog-in3, development and administration

• The deadline for applying for prequalification is due March 16 2018 at 10 am.
• The conclusion of the contract with a supplier is expected to be completed by the end of 2018.
• The contract is estimated to have a total value of DKK 250 million with the duration of five years and with an option to further extent by three years.
• According to plan, the migration of business users is expected to be completed within 2021.
