This site describes the EU regulations specifically regarding the use of eIDs in EU:
The Agency for Digital Government is responsible for the IT-system, eID Gateway, which enables cross-border use and access to some digital self-services solutions in Denmark by using an eID (such as the Danish MitID) across EU/EEA country.

Danish authorities have the possibility to connect services, which will enable foreign citizens with an eID to use the self-services solutions.
The Agency for Digital Government assists public agencies that are covered by the Single Digital Gateway Regulation (SDGR) and other authorities that want to connect self-service solutions to the eID Gateway.
