In 2021, the European Commission proposed a revision of the eIDAS Regulation from 2014. The aim of the original regulation is to promote the ability of citizens and businesses to use digital self-service solutions across the EU’s internal borders. A revision of eIDAS (eIDAS2) was adopted in 2024 with the aim to strengthen the internal market and Europe’s digital sovereignty.
A central requirement in eIDAS2 is the development of a European Digital Identity Wallet. The regulation obliges all EU/EEA countries to make available at least one digital identity wallet for citizens and businesses in the EU/EEA. The digital identity wallet must contain a means of identification (an eID), which can be used to identify and authenticate oneself in both public and private digital services across the EU. It must also be possible to use the wallet to digitally sign documents.
In addition to the eID used for identification, authentication, and signing, the digital identity wallet must also be able to hold other verifiable digital attestations issued by public authorities (and potentially private entities), the authenticity and validity of which can be verified by recipients.
eIDAS2 sets strict requirements for security and privacy protection. The digital identity wallet must meet very high security standards, be developed with data minimisation and privacy by design in mind, and be subject to certification.
The Danish Agency for Digital Government is the competent authority for the eIDAS2 Regulation and will be responsible for making the digital identity wallet available in Denmark. Full implementation of the eIDAS2 Regulation constitutes a complex IT project. The Agency is currently working on implementing the wallet in stages in Denmark, gradually adding more functionality in order to create maximum value for users and to meet the requirements of eIDAS2.
