Using digital self-services and eID across the EU/EEA

In order to give EU citizens and EU companies with an eID access to the Danish public digital infrastructure, the Agency for Digital Government has developed a Danish eIDAS infrastructure

The infrastructure is called eID Gateway, and enables an eID, from e.g. Spain, to be used in self-service solutions that are connected to the Danish eID Gateway infrastructure. The  Agency for Digital Government is working on a project that will enable an authority to receive an eID through their existing integration to NemLog-in. In the meantime, authorities can choose to integrate their digital self-service solutions to the eID Gateway, if they wish to give EU citizen access. It is also possible for citizens with a MitID to use digital self-serice solutions in other Eu countries via the Danish eID Gateway infrastructure.

Certain Danish self-service solutions are already ready to accept citizens with an eID from EU/EEA countries. However, there is a big difference in how far other EU/EEA countries are with development of their eIDAS infrastructure. As a user of an eID across EU/EEA borders, you will continuously experience an expansion of the possibilities over the coming years.

The prerequisite for countries to be able to provide access to EU/EEA citizens across borders is:

• The country has a functional gateway, which enables communication with other countries' gateways and sends eIDs cross borders.

• The country has an EU-registered eID, citizens can use abroad.

• The country has implemented an Identity Linking method so that citizens can link their eID to a Personal Identification number in the country in question and ultimately access self-service solutions that require a Personal Identification number.

Using your MitID for foreign digital services cross-border (DK Service)

With your MitID, you are able to login to a range of digital self-service solutions in other EU/EEA countries. It varies how many digital self-service solutions are available in the different countries. The user will also experience variations in the login options across the different countries, as the implementation will vary from country to country. The EU/EEA countries continuously seek to increase the number of available digital self-service solutions.

When logging in to a digital self-service solution with your MitID in an EU/EEA country, you need to access the specific digital self-service. The digital self-service solution will then guide you through a process that allows you to login with your MitID. Be aware that not all digital self-service solutions are ready for cross-border usage. You might need to identify yourself withe e.g. a photo of your passport or a national identification number in order to prove affiliation to the country. 

Using Danish digital self-service solutions with a non-Danish eID (DK Connector)

eID Gateway makes it possible for foreign citizens to login with their eID to Danish self-service solutions. Most Danish self-service solutions require a Danish personal identity number (CPR number). In order to use an eID from another EU/EEA country to access  these self-service solutions, you will need to go through an identity matching process, whereby your non-Danish eID is linked to a CPR number. You only need to connect your non-Danish eID to your Danish CPR number once, as long as you login within 2 years. Going forward hereafter, you will automatically be redirected to the self-service solution, when you login with an EU/EAA eID in the future.

Identity matching

On the information site lifeindenmark.dk/non-danish eID you will be able to find different information about the Danish system. Here you will also find information on how a non-Danish eID can be connected with a Danish personal identity number (CPR Number). You will also be able to start the process for your application on lifeindenmark.dk or by clicking the following to access the solution userprofile.eid.digst.dk.

The amount of digital self-service solutions available will increase in the years to come. This also includes digital self-service solutions, which are not a part of ATP.

Be prepared to present a passport and possibly additional documentation in order to verify your identity. It is required that the user, wishing to go through the identity matching to access a digital self-service solution, already has a Danish personal identity number (CPR Number).

For most users the identity matching will take approximately 10 minutes. However, some users will need to supply additional information, for us to be able to process the application. Our response time is approximately 3-11 workdays. When your eID is connect with you CPR Number it will be easy to obtain and securely access the Danish digital self-service solutions by using your eID from another EU/EEA country.
