Division for Telecommunications

Denmark is undergoing rapid digital development, and digital solutions are playing an increasingly central role in society. It is therefore essential that all citizens and businesses have access to reliable mobile and broadband coverage. To ensure this, there must be sound framework conditions for the telecommunications sector that support companies’ incentives to invest in the expansion and upgrading of telecom infrastructure for the benefit of citizens, businesses, and the public sector.

The Division for Telecommunications works to ensure fast broadband – including through the broadband subsidy scheme – and strong mobile coverage throughout the country. This is achieved through spectrum auctions and collaboration with telecom infrastructure owners and service providers as well as other stakeholders in the telecommunications market. The division promotes the deployment and use of new technologies, the collection and sharing of knowledge on innovative applications, and brings relevant parties together through dialogue.

The division ensures clear conditions for market-based development in the telecom sector to benefit end users, businesses, and public authorities. It also focuses on the security of telecom infrastructure to ensure it is safe to use.

The division collects and makes data on the telecommunications market publicly available via the Agency for Digital Government’s website and at tjekditnet.dk.

Based on EU regulation and sector-specific national regulation, the division ensures sound conditions for competition and consumer protection in the telecom sector, including measures to combat digital fraud. It also oversees compliance with rules on the open internet (net neutrality) and roaming, ensuring that users can use their mobile phones across EU countries as they would at home.

The division is responsible for administering rules regarding devices, radio equipment, and fixed installations. It also ensures a solid framework for the use of wireless solutions by managing policies related to masts and excavation, and works to provide telecom companies, municipalities, and other public authorities with the tools needed to streamline application processes for mast installations and excavation permits.

The division administers frequency legislation, provides guidance on the use of spectrum and numbering resources, and issues licenses for a wide range of wireless services to companies and individuals. It also ensures the efficient use of spectrum resources by representing Danish interests at both European and global levels, and advises other public authorities on telecommunications technology. Lastly, the division handles technical frequency matters related to radio and TV broadcasting as well as satellite communications.
