The following terms and conditions apply to the use of the health insurance card app.

Your health insurance card app (Danish: sundhedskort-app)

The app is a valid health insurance card and you use it the same way as you would use your normal, yellow health insurance card. Your health insurance card documents that you have the right to receive benefits according to the Danish health legislation (Sundhedsloven).

You can set up the health insurance card app on maximum three mobile phones at the same time. This entails, that if you set up the app on a fourth device, you can no longer use the app on the first device you used for the app.

Keep your physical health insurance card

The health insurance card app is a supplement to the yellow health insurance card made of plastic and thus does not replace your yellow, plastic health insurance card.

Only valid in Denmark

Remember your blue EU health insurance card when you go abroad. You can only use the health insurance card app in Denmark, just like your health insurance card made of plastic.

Your responsibility

Please be aware, that it is your responsibility if you cannot use the app because your mobile phone’s battery has run out or your screen has broken. For instance, you have to register electronically at your general practitioner – this you can do with both the health insurance card app and with your normal, yellow health insurance card. Please be aware, that it is not possible to register with a civil registration number (CPR-nummer) at all places.

Automatic updating

The health insurance card app updates automatically when there are any changes to your personal information, for instance if you change your address or general practitioner. You will only have to set up the health insurance card app again, if you get a new civil registration number.

Validity

Your health insurance card app is valid as long as your normal, yellow health insurance card is valid. Your electronic card follows your physical card.

Internet connection

You need to have access to the internet to be able to add your health insurance card in the app.

Voluntary use

It is voluntary to download and use the app.
The purpose of the app is for you to be able to document and show your personal, valid health insurance card on an easy and secure way – as long as the Agency for Digital Government (Digitaliseringsstyrelsen) supplies the health insurance card app.

Right of use

You have a non-exclusive, non-transferable right to use the health insurance card app on your personal phone within the framework of these terms of use, as long as the Agency for Digital Government supply the health insurance card app. You have no rights to the health insurance card app besides this right of use. The Agency for Digital Government can at any time revoke or change your right to use the health insurance card app.

Limitation of liability

The Agency for Digital Government has no liability for damages to your mobile phone, loss of data, lost profit or other damages caused by the health insurance card app. The Agency for Digital Government does not guarantee that the health insurance card app is available and has full functionality if you as a user of the app do not follow the instructions given in the app and in these terms of use.

Change of the functionalities in the app

The Agency for Digital Government can at any time and without any obligation to inform you beforehand change the app and its functions, design, scope, software, language versions or other aspects relevant to the app.

Processing of personal data

The Agency for Digital Government process your personal data when you use the app.

The Agency for Digital Government is the data controller of your personal data in the Health Insurance Card App in relation to the use and the operation of the app.

The purpose of the Agency for Digital Government’s processing of your personal data is to make it possible for you to set up and use the health insurance card app and the appurtenant self-service solution on borger.dk.

The legal basis for the processing of your personal data by the Danish Agency for Digital Government is as follows:

  • The processing of your personal data is based on Article 6(1)(e) of the General Data Protection Regulation regarding the exercise of official authority, in accordance with the Order on Optional Placement in Security Groups and Issuance of Health Cards, Section 11 (Order no. 1016 of May 25, 2021).
  • The processing of your CPR number is carried out for the purpose of unique identification, in accordance with Section 11 (1) of the Data Protection Act.

The Agency for Digital Government processes the following types of personal data about you:

Common personal data:

  • Name
  • Address
  • Post district
  • Municipality code
  • Residence code
  • Residence status
  • Date of birth
  • Health insurance group
  • Your general practitioner’s name, address, phone number and contributor number
  • Name, health insurance group and information on the general practitioner of children that you have custody of, until the child turns 15 years old
  • The PID number, which is a personal ID number from your MitID, is used to identify your identity when logging in with MitID to create a digital health insurance card
  • Your mobile phone’s IP-address
  • Installation Identifier (your mobile phone’s ID used in relation to enrollment)

Confidential personal data:

  • Civil registration number
  • Civil registration number of your children
  • Civil registration number of spouse/partner/cohabitant

Electronic trails
When you download and use the health insurance card app the Agency for Digital Government collect the following data, which you leave behind as electronic trails: Which mobile device you use, which operating system your mobile device has, which IP-address you use, if the security on your device is undamaged (for instance not jailbroken/rooted) and information about technical failures.
We use this information to be able to rectify technical failures and to be able to name your device, so you can recognise it if you need to deregister your health insurance card app via the self-service solution on borger.dk.

To improve the user-friendliness and the dissemination of this app the Agency for Digital Government collects technical information that elucidates how the app works, and which functions we need to improve. These technical data cannot be attributed to you personally.

We entrust your personal data to our data processors, who assist with the operation and maintenance of our IT systems. The Agency for Digital Government does not transfer your personal data to recipients outside of the EU/EEA.

Your personal data derive from:

  • We get the data, which appear from your health insurance card, from the National Service Platform. The platform is operated by Sundhedsdatastyrelsen.
  • We get your civil registration number from CPR-registeret.

The Agency for Digital Government store your personal data in the following way:

We store your personal data as long as you have a health insurance card in the app.
You can always reset the health insurance card app via your mobile phone or via the self-service solution at www.borger.dk/sundhedskort-app.
When you reset the health insurance card app from your mobile phone or via the self-service solution on borger.dk, your personal data is deleted on your mobile phone immediately. After you have reset the app, we store your personal data in our underlying IT-system for 3 months after which we delete it.

The Agency for Digital Government store a log for audit. The log is deleted 12 months after you have reset the app. If you only delete the app from your mobile phone without resetting the app, your personal data will still be stored in our underlying IT-system.

According to the General Data Protection Regulation you have several rights in relation to our processing of your personal data. If you would like to make use of these rights, please contact us.

These are your rights:

  • Right of access to your data
    You have the right to access the personal data that we process about you as well as a range of additional information. You can access your data by using the self-service solution at Sundhedskort-app (borger.dk) or by sending a request for access to your data to the Agency for Digital Government via Digital Post or by letter.
  • Right to rectification of your data
    You have the right to have incorrect personal data about you corrected. If you believe that the health card information in the health insurance card app is incorrect, you must contact the citizen service center in your municipality of residence and ask to get in touch with the person responsible for the National Register of Persons.
  • Right to erasure of your data
    In special cases, you have the right to have personal data about you deleted before the time of our normal deletion occur.

If you no longer wish to have your personal data processed in the health card insurance app you can reset the health insurance card app yourself. This can be done in two ways: In the app itself under the menu option “Reset the health insurance card app” or at Health insurance card app (borger.dk). Please be aware that you do not delete your personal data by solely deleting the app from your mobile phone.

  • Right to restriction of processing of your data
    In special cases you have the right to restriction of the processing of your data. If you have the right to have the processing of your data restricted, we may henceforward only process your personal data in special cases in accordance with the General Data Protection Regulation. It is up to you whether you want to use the health insurance card app.
  • Right to object to processing of your personal data
    In certain cases, you have the right to object to our processing of your personal data. You can object to the Agency for Digital Government’s processing by sending a request to Agency for Digital Government via Digital Post or by letter.
  • Right to data portability
    In certain cases, you have the right to receive your personal data in a structured, commonly used and machine-readable format and have the right to transmit those data to another data controller without hindrance.
